Carlos Iván Moreno Arellano is a specialist in public policy and higher education, with a recognized career as an academic and researcher, and extensive experience in university and government management, both nationally and internationally.
He holds a PhD in Public Policy from the University of Illinois-Chicago, a Master's degree in Public Administration from the University of New Mexico, and a Bachelor's degree in Finance from the University of Guadalajara (UdeG). His training has been enriched by specialized academic stays at the University of Chicago and Northwestern University, in addition to having completed programs in innovation and governance at the Massachusetts Institute of Technology (MIT).
He is a professor and researcher in the Department of Public Policy at the University of Guadalajara (UdeG) and a member of the National System of Researchers (SNII), with research focused on university governance, funding, comparative higher education policies, and educational innovation. He has published over 50 articles and academic papers on these topics in national and international journals and conferences. At the University of Guadalajara, he held important management positions such as Executive Vice-Rector, General Academic Coordination, General Coordination of Cooperation and Internationalization, General Coordination of Planning and Institutional Development, General Directorate of Virtual University and Digital Learning for Life (UDGPlus) and the coordination of the Doctorate in Higher Education Management.
In the government sector, he has held strategic positions such as Chief of Advisors to the Education Commission of the Chamber of Deputies of the Congress of the Union and Special Advisor to the Undersecretary of Higher Education of the Ministry of Public Education. He has served on the Financing Committee of the National Association of Universities and Institutions of Higher Education (ANUIES) and as a member of the jury for the ANUIES Higher Education Award.
He also collaborates with various organizations, including Mexicanos Primero, the University of Guadalajara Foundation, and the University Design Institute at Arizona State University (ASU). In addition, he is the general editor of UNESCO's Higher Education and Society magazine and an analyst in media outlets such as Milenio, Canal 44, Revista NCC and Nexos.
