Dr Elchin Babayev has served as the Rector of Baku State University, Azerbaijan’s oldest and leading higher education institution, since March 2019. appointed in March 2024 for a further five-year term, he has played an important role in advancing the university’s academic excellence, international engagement, and research-driven development.
Elchin Babayev is a distinguished scholar in the fields of astrophysics and radio astronomy. He holds a PhD in Physics and Mathematics and the academic title of Associate Professor. Throughout his career, he has made significant contributions to scientific research and higher education in Azerbaijan. Prior to his appointment as Rector, he served as Executive Director of the Science Development Foundation under the President of the Republic of Azerbaijan from 2009 to 2019, where he was instrumental in supporting national research initiatives and innovation policies. He also held the position of Deputy Director for Scientific Affairs at the Shamakhi Astrophysical Observatory named after Nasreddin Tusi and led its Department of Cosmic Plasma and Heliogeophysical Problems. Elchin Babayev has extensive teaching experience at several prominent institutions, including Azerbaijan State Pedagogical University and Baku State University, where he has contributed to the education and professional development of future generations. Internationally recognized in the scientific community, he is a member of the International Astronomical Union, the European Astronomical Society, the Eurasian Astronomical Society, and the International Biometric Society. For his academic and public service achievements, Elchin Babayev has been awarded several prestigious honors, including the “Taraggi” Medal, the “Heydar Aliyev 100th Anniversary (1923–2023)” Jubilee Medal, and commemorative distinctions for effective cooperation with ASAN Service and the 100th anniversary of Baku State University.
