Dr. Gustavo Rodolfo Cruz Chávez is the General Coordinator of Strategic Engagement at the National Association of Universities and Higher Education Institutions (ANUIES) in Mexico. A distinguished leader in higher education and public policy, Dr. Cruz Chávez served two consecutive terms as Rector of the Autonomous University of Baja California Sur (UABCS) from 2011 to 2019. His public service also includes holding office as the Minister of Public Education for the State of Baja California Sur.
A Senior Tenured Professor and Researcher in the Department of Economics at UABCS, Dr. Cruz Chávez is a core member of the Public Policy and Economic Development Academic Group, which holds the highest consolidation tier recognized by Mexico's Secretariat of Public Education (SEP). He has led major postgraduate initiatives, including directing the Doctorate in Business and Management at UABCS and the Master’s in Strategic Management, accredited by CONAHCYT’s National Graduate System.
Dr. Cruz Chávez holds a Bachelor's degree in Economics from UABCS, a Master’s degree in Economics from the University of Guadalajara, and a Ph.D. in Economic and Strategic Sectoral Development from UPAEP. He is an active member of Mexico's National System of Researchers and Research Fellows (SNII) and has authored numerous peer-reviewed books, chapters, and articles on economic development. In recognition of his regional impact and educational leadership, he was awarded the international "Governor Enrique Tomás Cresto" Distinction by the Senate of the Argentine Nation.
