Ulkar Sattarova, director of the State Agency for Science and Higher Education in Azerbaijan, was previously chairperson of the executive board for the country’s Education Quality Assurance Agency. In 2021, she worked as adviser to Azerbaijan’s minister of science and education. With more than a decade of experience in higher education management and a background as a researcher at the Institute of Control Systems at the Azerbaijan National Academy of Sciences, she has established herself as an esteemed expert. Dr Sattarova holds a degree in applied mathematics and a master’s and PhD in ICT and system analysis.
