Gelca Patricia Gutiérrez Barranco is an Industrial Engineer from Universidad Tecnológica de Bolívar in Cartagena. She is a specialist in Business Management and in University Administration and Teaching. She also holds a Master’s degree in Innovation.
With 28 years of experience in different areas of regional development, she has held various leadership positions, including Director of the Industrial Engineering program and Academic Vice Rector of the Valledupar campus of Universidad de Santander. She also served as Head of the Departmental Planning Advisory Office of the Government of the Department of Cesar, Colombia, as well as Secretary of Health and Secretary of Infrastructure of the same entity.
She has served as Rector of Fundación Universitaria del Área Andina, Valledupar campus, since 2008. She also serves as President of the Monitoring Committee for Investment of Coal and Oil Royalties in Cesar. In addition, she is an active member of organizations and bodies such as ASIESCA – Association of Higher Education Institutions of the Colombian Caribbean; the University–Business–State–Society Committee (CUEES) – Cesar, where she shares a seat with different territorial stakeholders; and the Regional Competitiveness Commission.
She promotes a just energy transition in the region, driving productive diversification that enables sustainable development. From her position at Areandina, she leads high-impact social projects such as the entrepreneurship incubators of Drummond Ltd., which operate along the mining corridor and railway corridor, providing support to local entrepreneurs. Her leadership extends to key areas such as higher education, regional development, competitiveness, strengthening entrepreneurship, and women’s empowerment, promoting their transformative role in different fields.
