Gustavo Padilla holds a Bachelor’s degree in Law and a Master’s degree in Law from the University of Guadalajara (UdeG). He also completed graduate studies in Public Administration at the University of Warwick in the United Kingdom.
He is a full-time professor in the Department of Public Policy at the University of Guadalajara’s University Center for Economic and Administrative Sciences (CUCEA).
He has extensive professional experience in higher education administration and public policy. Throughout his career, he has held several leadership positions at the University of Guadalajara and in the Mexican federal and state governments.
From 2006 to 2008, he served as Technical Secretary of the Commission on Public Education and Educational Services of the Chamber of Deputies of Mexico during the 60th Legislature.
From 2013 to 2018, he served as Director General of Higher Education, Research, and Graduate Studies at the Secretariat of Innovation, Science, and Technology of the Government of Jalisco. In this capacity, he promoted stronger coordination between government policies on higher education and programs in science, technology, and innovation, contributing to the strengthening of the regional innovation system.
From May 1, 2019, to April 30, 2025, he served as Dean of the University Center for Economic and Administrative Sciences (CUCEA), one of the 19 campuses that make up the University Network of the University of Guadalajara. During his tenure, he promoted the Smart Campus model and strengthened academic quality, internationalization, digital transformation, and collaboration with productive sectors.
Since May 2025, he has served as General Coordinator for Institutional Engagement within the General Administration of the University of Guadalajara. In this capacity, he coordinates, advises, and supports institutional policies, programs, and initiatives for collaboration with the public, private, and social sectors, with a focus on regional development. He also promotes technology and knowledge transfer initiatives and coordinates institutional relations with alumni associations, professional organizations, and other strategic partners.
In addition, he serves as President of the University of Guadalajara Foundation USA and coordinates the University of Guadalajara’s activities in Los Angeles, California, supporting the institution’s internationalization strategy and strengthening its academic, cultural, and social presence in the United States.
