Passionate about workforce development, systems change, and collaboration, Katie Belous joined the Arizona Office of Economic Opportunity in December 2025 as OEO's Workforce Sector Strategies Administrator. Current areas of focus include activating and launching Arizona's workforce activities within the Rural Health Transformation Program and coordinating digital skills-first collaboration between state agencies and stakeholders. Goals for future programs within OEO include supporting strategic partnerships and creating pathways that connect talent to opportunity across the state. 

Throughout her career, Katie has had a key role in helping learners, workers, and employers thrive in an ever-evolving labor market. Prior to joining OEO, Katie recently served as the Vice President of Operations at Pipeline Connects, where she spent over nine years advancing innovative solutions that strengthen Arizona’s workforce ecosystem.

At Pipeline, Katie led projects, including the launch and expansion of a statewide K12 career-exploration system for Arizona learners grades 6-12 and was instrumental in the development and implementation of AZ Healthcare Careers on Pipeline’s platforms, reaching over 300,000 learners and workers with relevant career pathway information and job-matching services for adult users.
