Larisa Cruz Ornelas is a lawyer and Intellectual Property (IP) expert with a Master’s Degree in Law from the University of Guadalajara, specializing in Mexico's Science and Technology legal framework. She holds extensive postgraduate and specialized training in IP from the University of Buenos Aires, Tec de Monterrey, and the World Intellectual Property Organization (WIPO).
With over 18 years of experience in public service, she has been instrumental in designing and implementing award-winning public policies for innovation, science, and technology. She previously held key leadership roles at the Mexican Institute of Industrial Property (IMPI) and CIATEJ. Since 2021, she has served as the General Director of Science and Technological Development at the Ministry of Innovation, Science, and Technology for the State of Jalisco. In this role, she oversees science and tech policies, scientific entrepreneurship, and the State Prize for Innovation, Science, and Technology.
In addition to her public service, she has been a university professor for over a decade at institutions like ITESO and UdeG, and a guest lecturer at UNAM and Tec de Monterrey. She is a published author, a mentor for WIPO’s LATAM division and girls in STEAM initiatives, and serves on advisory boards for Tec de Monterrey, EGADE Business School, and COECYTJAL.
