Dr Carmen Enedina Rodríguez Armenta

Carmen Enedina Rodriguez Armenta holds a bachelor's degree in Computer Engineering, a master's degree in Management, and a doctorate in Higher Education Management from the Universidad de Guadalajara. With more than 25 years of experience in higher education, she has established herself as one of the leading figures in educational and technological transformation in Mexico. She served as Executive Vice Chancellor of the Universidad de Guadalajara, becoming the first woman to hold this position in the institution's history. Her professional career has also included serving as Director General of University and Intercultural Higher Education and as the first Undersecretary of Higher Education of the Government of Mexico, where she played a key role in decisions related to the development of the national higher education system. She has received numerous national and international recognitions, including the National Satellite Communications Award, presented by the President of Mexico in 2012; an Honorary Doctorate from the Universidad Autonoma Benito Juarez de Oaxaca (UABJO) in 2025; the Transparency Innovation Award, presented by ASF, INAI, INAP, OECD, UNDP, and SFP in 2019; as well as recognitions from national professional associations such as AMEREIAF, AMOCVIES, and CONTU. She is a member of Mexico's National System of Researchers (SNII) and of the Academia de Ingeniería México. Her work has also included collaboration with UN Women and various women's solidarity networks, as well as networks that support and accompany Indigenous peoples. She currently serves as Director General of CENEVAL, where she promotes initiatives to strengthen educational excellence with social equity, foster university-industry collaboration, and advance the recognition of talent in Mexico.
