Gulnoza Ismailova is a distinguished Uzbek legal scholar, public policy expert, and education leader. A Doctor of Sciences and Professor, she currently serves as Executive Director of the El-Yurt Umidi Foundation.
She previously served as Vice-Rector for Research and Innovation at the University of World Economy and Diplomacy and was a Fulbright Research Scholar at George Washington University’s Elliott School of International Affairs in 2023.
Throughout her career, Professor Ismailova has contributed to Uzbekistan’s institutional development and democratic reforms, serving on the Central Election Commission, the Administrative Reform Commission, and the Constitutional Commission. Her work focuses on public policy, institutional development, international cooperation, gender equity and human capital development.
