Dr. Ramírez-Mendoza has served as Rector of Universidad del Caribe (UNICARIBE) in Santo Domingo, Dominican Republic, since November 2025. With over 30 years of academic leadership experience at Tecnológico de Monterrey—where he served as Campus Rector, Dean of Engineering, and Director of National Research Centers—he is a recognized expert in higher education strategy, scientific diplomacy, and academia– industry linkage.
He holds a Ph.D. and M.Sc. from the Institut National Polytechnique de Grenoble (France), in a joint program with the University of Karlsruhe (Germany). A prolific researcher in automotive control dynamics and electromobility, he has authored over 400 indexed publications with over 6,700 citations and 3 patents. Ranked among the top 2% of the world's most cited scientists by Stanford University/Elsevier, he is also an IDB certified consultant and an ISO 56001 Innovation Management System expert. He is a distinguished international professor affiliated with Mexico’s largest Higher Education System, the National Technological System of Mexico (Tec Nacional Valle de Etla, Oaxaca).
