
In October 2025, the Mayor's Office of Bogotá, through the Atenea District Agency, in partnership with ETB and QS Quacquarelli Symonds, presented Academia Atenea, the city's first free and public digital learning ecosystem, designed to democratise access to education and strengthen citizens' employability through personalized guidance with artificial intelligence.

A private-public partnership to transform learning in Bogotá
The development of Academia Atenea is the result of a public-private partnership that brings together technological innovation, academic research, and public policy.

Academia Atenea demonstrates how government, academia, and industry can join forces to reduce educational gaps and strengthen employability. With 1Mentor by QS, Bogotá becomes the first city in Latin America to implement a public AI-guided education platform that connects citizens with training and employment opportunities.
Pilot results
In the pilot phase, Academia Atenea attracted nearly 9,000 registered users, surpassing its initial goal of 4,000. 77% of participants were under 25 years old, and 87% were residents of Bogotá. Through this initiative, the city takes a decisive step toward democratizing access to education and strengthening local talent, offering more than 680 courses in areas such as mathematics, natural sciences, technology, digital skills, employability, and entrepreneurship, along with sector-specific learning pathways that connect education with labour market demand.

The future of the partnership
Following the success of the pilot phase, Atenea District Agency, ETB and QS are preparing to expand Academia Atenea to reach more than 44,000 citizens in Bogotá during its second phase. This next stage will expand the platform reach and deepen the platform’s impact by expanding course offerings and deeper personalization through artificial intelligence, labour market insights, and gamification.
The continued collaboration between the public and private sectors reinforces Bogotá’s commitment to building a data-driven, inclusive, and future-ready learning ecosystem; one that empowers citizens to develop the skills needed for sustainable growth in the city’s evolving economy.
